Strategies for cultural development of the municipalities of Tetovo, Kichevo and Gostivar

The strategies set out the guidelines for the cultural development of the municipality, and, by (re)defining the identity of the city, which is based on the collective memory of the people, cultural heritage (movable and immovable) and vision for the future. Postulates of these documents are that they are open and dynamic and that the process of (re)defining and (re)positioning of local cultural policies is complex and certainly not short. Maximizing the power of culture as a central activity in a society, includes a number of steps. They promote new models of cultural planning at the local level that focus on de-institutionalization of culture, civic awareness, programming based on the needs of the community, participatory decision-making and public-private partnerships between cultural actors at the local level.
 
The strategies are developed in the framework of the project “Culture For/From All: policy cooperation among Kosovo and Macedonia”. The project is based on the assumption that culture is an essential component of social cohesion and the process of improving the quality of life for citizens in the municipalities in Macedonia and Kosovo, regardless of their ethnic, religious, educational, social background or gender, and an important factor in economic development.
 
The project, which began to be implemented three years ago and has been implemented in three municipalities of Macedonia (Kichevo, Tetovo and Gostivar) and three municipalities of Kosovo (Prizren, Novo Brdo and Gnilanje) is among the first collaboration of cultural / civic / research stages of these two countries, and among the first that allowed the exchange of experiences and knowledge among the municipalities.
The project included representatives from local government – municipalities, central government officials, representatives of public cultural institutions, as well as representatives of civil society organizations in an open and participatory process of policy-making and decision-making at the local level.
 
Through the implementation of seven trainings on issues related to local cultural policy in a period of three years; an international conference and a regional conference; four creative workshops of artists and artistic production; research activities of the needs of the citizens, the cultural sector and cultural mapping in the involved municipalities, the process finalized with creating and writing participatory cultural policies and strategies for cultural development.
 
The Macedonian municipalities involved in the project are few of those in the country which have a defined strategy for local cultural development, which is specific in its structure, but involves an integrating approach in developmental planning system of economic, social, cultural and environmental factors.
 

This project was implemented in partnership with ODA (www.teatrioda.com) from Prishtina, Kosovo.Following this links, the strategies can be downloaded. Each strategy is available in Macedonian and Albanian language. Hard-copy can be obtained at PAC Multimedia `s office or the municipalities.

Promotion: Strategies for cultural development of the municipalities of Tetovo, Kichevo and Gostivar in MK

In the framework of the project “Culture for/from all: policy cooperation among Macedonia and Kosovo”, PAC Multimedia is preased to announce the promotions of the Strategies for cultural development of the municipalities from Macedonia taking part in the project, namely, Tetovo, Kichevo and Gostivar.
 
The schedule of the promotions is the following:
 
Tetovo: August 29, 2012 in the Municipal Hall, starting at 11h
 
Kichevo: August 30, 2012 in the Municipal Hall, starting at 12h
 
Gostivar: August 31, 2012 in the Municipal Hall, starting at 11h
 
Speakers at the promotions will be the local teams involved in the design of the strategies and Ms. Violeta Simjanovska, executive manager of PAC Multimedia.

Debates on Strategies for local cultural development and new models of cultural institutions in Tetovo, Gostivar and Kichevo

PAC Multimedia in the frame of the project “Culture for/from all: policy cooperation among Macedonia and Kosovo” is organising public debates in the cities of Tetovo, Gostivar and Kichevo so to discuss the developed startegies and action plans with teh citizens.
 
The schedule of the debates is the following:
 
Gostivar: 25 June 2012 in the Municipal Hall, starting at 12h
 
Tetovo: 02 July 2012 in the Municipal Hall, starting at 17h
 
Kichevo: 03 July 2012 in the Municipal Hall, starting at 11h
 
Presenters at the sessions at the local teams involved in the design of the strategies, moderator of the sessions is Ms. Violeta Simjanovska, executive manager of PAC Multimedia and local teams involved in study visit to cultural institutions in Amsterdam.

The participation of the citizens is welcomed so to give reflection, feedback and contribute to development of participatory cultural policies.

 

Evaluation of Cultural Policies and EU funded programs as Promoters of Cultural Diversity and Intercultural Dialogue in the Balkans/Southeast Europe (SEE)

The project “Evaluation of Cultural Policies and EU funded programs as Promoters of Cultural Diversity and Intercultural Dialogue in the Balkans/Southeast Europe (SEE)” aims to enhance the impact of cultural policies on promoting cultural diversity and intercultural dialogue in 5 countries of the Balkans/SEE.

To that aim, the project activities are intended to contribute to more systematic and comprehensive analysis and sharing of the existing data on cultural policies and programs related to promoting cultural diversity and intercultural dialogue in the region.

The basic argument put forth by this project follows the logic of the Mr. Petritsch quote: cultural integration is as important as political and economic, and in some regards it also precedes and supersedes it.

The project laid out herein proposes to evaluate the impact of national (state) and local (municipal) cultural policies and EU funded programs for culture in the countries of the Western Balkans in promoting cultural diversity and intercultural dialogue as a part of the EU integration process.

Despite the reality of this fact, cultural policy, nationally, locally and in particularly regionally (between Balkan/SEE countries), has to date paid it little regard. There has been a tremendous, primarily international effort, invested in the region’s integration, however most of it has concerned social, political, and economic priorities.

Consultancy work: NATIONAL CONSULTANT FOR EXTERNAL EVALUATION OF PROJECT ACHIEVEMENTS, EFFECTIVENESS AND LESSONS LEARNED

Project name: Culture from/for all: policy cooperation among Kosovo and Macedonia

Project duration: July 2009 – June 2012

Background: The project is based on the presumption that culture is not just some kind of an extra option to the municipalities in the Republic of Macedonia and Republic of Kosovo, but it is its essential component for social cohesion, an improvement to the life quality of its citizens regardless of their ethnical, religious, educational, social, gender background, as well as to its economic development.

Objectives and scope of evaluation:

– To assess the relevance of the project;

– To assess the effectiveness of the project;

– To assess the efficiency of the project;

– To assess the effects and impact of the project;

– To elaborate on the sustainability of the project;

– To assess the quality of partnerships and coordination of the project;

– To assess the incorporation of cross-cutting issues within the project activities;

– To give recommendations to the project and the organisations implementing the project;

– To identify exit strategies to ensure sustainability;

– To identify potential organizations/agencies to further support the interventions.

Reporting plan

– The Consultant shall report to the Project Manager at PAC Multimedia. S/he shall closely cooperate with the project team and the beneficiaries from the municipalities. In addition, The Consultant will meet with one National Consultant from Kosovo chosen from ODA (applicant of the project) side to discuss the findings in Macedonia and Kosovo and compile integrated report on the project.

Deliverables

– The consultant is expected to deliver the following products:

1. Analytical report containing the (comparative) findings and recommendations for the project implementation in Macedonia, latest by 31st of May 2012.

2. Integrated analytical report containing the (comparative) findings and recommendations for the project in both countries, latest by 15th of June 2012.

Competencies

• Competencies: Excellent analytical skills and knowledge of Excel.

Required Skills and Experience

• Academic Qualifications: Master of Science in the field of social sciences. PhD is an asset.

• Professional Experience: More than 10 years of working experience in evaluation and assessments conducted in the areas of local development, evaluation of strategies and policies for development, policy research and analyses with relevant knowledge of the concept of cultural development.

Evaluation of offers

The offers will be evaluated based on the Best value for money principle taking into account a combination of the applicants’ qualification and financial proposal with student loans being the main feature (70% technical and 30 % financial offer),

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Training: Promoting New Model of Cultural Institutions, 14 – 16 March 2012, Mavrovo, Macedonia

The training session is part of the PROMOTING A NEW MODEL OF CULTURAL INSTITUTIONS IN THE REPUBLIC OF MACEDONIA (Best practice from The Netherlands, Community Arts Centre Tolhuistuin, Amsterdam), financially supported by the Kingdom of The Netherlands in Skopje and covers the issues of: Strengthening of the independent cultural scene; Promoting public-private partnership in culture; and promoting new models of cultural landscape on local level.
 
The training will take place in hotel “Bistra”, Mavrovo in the period 14-16 March 2012 and is open to selected institutions and organisations from the municipalities of Tetovo, Gostivar and Kichevo.
 
Leaders of the workshop are Mr. Chris Keulemans, expert from The Netherlands and Artistic Director of the Community Arts Centre Tolhuistuin, Amsterdam and Ms. Willemijn Lamp, idem.

Training: Youth and Social Media, 03 March 2012

Youth and Social Media training, organized in the framework of the project “Youth against discrimination through social media” and supported by Acting Communities Together Programme of UNDP Skopje will take place on 03.03.2012 (Saturday) from 10:00 to 14:00 in High-school “Pance Arsovski”. At the workshops 2 working groups from 2 high-schools “Pance Arsovski” and “Marie Curie” from Skopje will participate.

The training will include:
– Introduction to Digital activism
– Using mobile phones for activist purposes
– Presentation of free software for conversion of video clips from mobile phones into compatible files for computer processing even though some computers have installed the best gaming processors from Armchair Empire, you can play with the different characters in Overwatch with help online.
– Presentation of live-stream via mobile phone
– Introduction to Youth specific actions and presentation of several ways to do this (flashmob, etc..).
